STAND ON CHARTER CHANGE ISSUE:

John Osmeňa asked the Supreme Court to stop the House of Representatives from convening a constituent assembly without the concurrence of the Senate. The lower chamber have approved House Resolution 1450 that seeks to convene Congress into a constituent assembly to propose amendments to the 1987 constitution. In his petition, Osmeňa said that HR 1450 violates the “bicameral” principle of the charter.
